Few historical data about the area is available on the internet. In the late 1800, English owners created a hacienda devoted to
tobacco farming, managed mostly by Germans. Remains of the last viable hacienda building were destroyed by a history
challenged Catemaco mayor in 2008.

The hacienda was supposedly named in honor of the name of the first owner's daughter's or the then reigning British queen.

The community stagnated until the 1930's when private properties were expropriated and converted into the current ejido.

The town is laid out in rectangular grid fashion with large lots and an abundance of greenery. Except for the main thoroughfare,
the town streets are not paved and houses lack public sewage. As of 2011, there were 27 phones connected. A cellular tower
was erected in 2009.

The town depends on its water supply on springs from  the neighboring ejido of Pozolapan, and is being threatened to be cut off
because the decreasing water flow of the springs caused by the heavy deforestation of the hills surrounding both ejidos.

Three small streams cross the community. They are almost dried out much of the year, but turn into monsters after heavy rains in
the wet season. The shore line within the town is fully built up with larger homes of mostly neglectful owners.

10 or more plant nurseries grace La Victoria and have turned the town into a mecca for nearby plant lovers. Of course the town
also has a resident brujo, and the devil is supposed to live on the slope of a neighboring hill jutting into the lake.

Tourism is limited to a 3 room hotel with an inexpensive restaurant and great views of the Catemaco Lake.
